前言

联合国教科文组织成立于1946年。1971年恢复中国在该组织的合法地位。现在已有184个成员国,177个国家建立了本国全国委员会,588个非政府组织与联合国教科文组织保持着固定合作关系,还有3200多个联系学校,4800多个活动中心、协会和俱乐部活跃在基层。甘肃省联合国教科文组织协会及所属成员学校(俱乐部)就是其中的成员。

一、性质

  甘肃省联合国教科文组织协会是由联合国教科文组织俱乐部学校、教育、科技、文化方面有重要贡献的知名人士,以及自愿协助教科文组织开展活动的个人或团体共同组成的社会团体,是中国联合国教科文组织协会全国联合会成员。

  二、活动领域

  协会的主要活动是组织各成员学校,以教育、科技、文化为主题,开展推动社会进步的宣传活动、公益活动;组织民间教育、科技、文化方面的国际交流与合作;组织师生需要的培训、研讨、文化艺术、娱乐活动;开展信息交流、科技教育文化咨询服务活动。

  三、已经开展的活动

  甘肃省与联合国教科文组织有着广泛的合作领域。

  1984年,开始教育人员的双边、多边交往活动。

  1986-1996年,甘肃省参与联合国教科文组织“亚太地区教育革新为发展服务计划(APEID)”,在全省100所小学实施“提高小学生学业成就水平联合革新计划(JIP)”,1990年扩散到中国青海、云南、贵州、河南、河北等省,共约5000所小学参与,对提高农村小学教育质量进行了大范围试验,提供了有益的示范,其实验研究成果先后获甘肃社会科学特别奖、亚太地区“拉贾·罗伊·辛格奖”,并出版《初等教育革新与探索》、《初等教育革新的成效与评价》、《初等教育革新的策略与方法》等专著,曾被联合国教科文组织誉为全球成功的教育革新项目之一。

  1987、1989、1992、1997年先后在临夏、敦煌、兰州等地举亦了贫困地区教育、小学教育国际研讨会。

  1997年完成了《扫盲为贫困地区脱贫服务》研究项目。

  1997年举办了首届“丝绸之路国际中学生夏令营”。

  1996年、1998年,先后联合举办全省师生书画大赛。

  1985—2000年先后组织40多人(次)参加国际教育学术研讨会议。

  1996—1998年,马培芳先生主持了与联合国教科文组织合作实施的八省市“教育扶贫”项目。

  1996年,联合国教科文组织为上述活动的主持者马培芳先生授于“教育发展革新奖”并吸纳为ACEID成员。

  四、甘肃省与联合国其他组织的合作

  1995年,甘肃、四川、云南、广西、青海五省区与联合国开发计划署合作UNDP/CPR/96/401/项目,为职业教育的改革与发展进行了为期三年的实验研究。

  1996-2000年甘肃等12省区与联合国儿童基金会合作,实施“加强贫困地区小学教育及促进贫困地区女童入学”项目。

  2001年马培芳先生承担了联合国粮农组织“农村教育的使命”中国个案研究。

  五、新的活动领域

  西部大开发、教育大发展,对教育、科技、文化的需求更加迫切。协会将开拓新的活动领域,扩大活动空间。

  ——在农村中小学教育领域扩大国际交流与合作范围,使更多师生收益;

  ——面向农村初高中毕业生、城市再就业青年开展技能培训,寻求就业机会;

  ——为西部大开发开展环境保护,自然、历史、文化遗产保护的宣传活动;

  ——开展有利师生身心健康、增长见识的社会实践和文化教育活动;

  ——开展多种形式的教育扶贫活动。

        FORWORD

        The United Nations Education Science and Culture Organization (UNESCO) was established in 1946. The People's Republic of China gained her legal rights as a member state in1971. With 177 national commissions established in the member states, UNESCO has been keeping close cooperation relation with 588 non-governmental organizations in the world. In addition to regular connections with more than 3,200 schools, universities and other educational institutions, UNESCO has 4800 centers, associations and clubs playing active roles at various levels in the member states. UNESCO Gansu Provincial Association (U.G..S.P.A.) of the People's Republic of China and its member schools and clubs in this county are the one of the organization.

FEATURES

As a member of UNESCO organizations of China, Gansu Association is a social community consisting of celebrities at individuals of education, science and technology, and culture, as well as individual volunteers in UNESCO actives in this province.

FIELDS OF ACTIVITIES

The major activities of the Association are:

1) Organizing member schools to conduct activities of social advocacy and public welfare on topics of culture, education and science and technology so as to promote the advancement of the society;

2) Holding international exchanges and cooperation in culture, education, science and technology;

3) Holding workshops, seminars, entertainment, recreation and sports, and other activities according to the needs of teachers and students;

4) Offering consulting on information, culture, education, science and technology.

ACHIEVEMENTS

There has been wide-range cooperation between Gansu Province and UNESCO.

*The bilateral and multi-lateral cooperation on exchanges of educational personnel since in 1984.

* From 1986 to 1996, Gansu Province participated in the UNESCO Project of Joint Innovative Programme on Raising the Achievement of Children in Primary Education (JIP). Which started with 100 primary schools and later was disseminated to about 5, 000 primary schools in Gansu, Yunnan, Guizhou, Qinghai, Henan and Hebei Provinces. During the implementation of this project, large scale activities are conducted on improving the quality of primary school education. The JIP in China was awarded a Special Prize of Gansu Provincial Social Science Award and won The Raja Roy-Singh Award of UNESCO PROAP. With the successful experience in the project implementation, a series of books were compiled and published for the project training and dissemination, namely Innovation and Exploration on Primary Education, Innovation on Primary School Education, Achievements and Evaluation of Primary Education Innovation and Strategies and Approaches on Primary Education Innovation.

* Several international meeting and seminars on education development in poor rural areas are held in Linxia, Dunhuang, and Lanzhou in 1987,1989,1992 and 1997.

* In 1997, the research on Literacy Education for Poverty Alleviation was accomplished.

* A “Silk Road Summer Campus for International Students of High School” was held in Gansu.

* Gansu Provincial Calligraphy and Drawing Contest was organized in 1996 and 1998.

* More than 40 educational personnel were organized to participate in international workshops of seminars from 1985 to 2000.

* Presided by Mr. Ma Peifang, a UNESCO Project of Education for Poverty Alleviation was organized and carried out in eight province and autonomous reigns in China.

* In 1996, Ma Peifang himself got the “Award of ‘Fellow of ACEID’” by UNESCO PROAP and become one of the ACEID members in Asia and the Pacific Region.

COOPERATION WITH OTHER ORGANIZATION

* Beginning in 1995, a UNDP Project on Vocational Education was carried out in Gansu, as well as in Sichuan, Yunnan, Guangxi and Qinghai. The three-year project implementation accelerated the development of vocational education in Gansu Province:

* Supported by UNICEF, the project of “Strengthening Primary Education and Improving Girls' Education in Poor Areas” was conducted in Gansu from 1996 to 2000.

* Sponsored by United Nations Food and Agriculture Organization (UNFAO) in 2001, Mr. Ma Peifang.
